I would not advise Strelok to steal a law enforcement officer's gun in GTAV, but in most states, officers are so negligent with their firearms and there's no standards for security or for tracking, that the only dead giveaway that it's a LEO's gun is the serial number which I imagine would raise some red flags fairly quickly.

Also it should be noted that LEOs are the most zealous and loudest about being against gun tracking since they are of the impression that gun tracking would lead to the slippery slope of electronic lock guns that could be used against them both in the field and in a court of law.
